I am not sure if they are in all but if you go to each Maryland county they also have State Police listed. I imagine they are the conventional network as they are 39.xxxx. Also noted MSP has a separate listing with only a few channels such as Jfk barrack. Is this the project 25?

Depends which you're talking about. MSP JFK HWY is on FiRST but if you're looking at a 155.xxx freq that is te old stuff for JFK (I can't say whether this is still in use as I am out of range)

The 39.xxx listed in each co is low band which is very much still active and will be for at least a few years. Te is also a list under msp that says zone a plan and zone b plan and that's a quick way to get everything in one shot as opposed to having all the separate counties.
