I set my 396 up to scan DC, no luck

I tried setting my scanner up to monitor DC fire on 800 band, but its not working.
I tried setting it to P25 and Standard 800 mhz.
I entered all the TG, no luck and I even tried to scan control channels only.
Same with Fairfax, tried everything and no luck.

Most of the time I only monitor Monitgomery Co. MD, when I programmed my scanner I just used Stanard 800 and it works. Was I to use P25 for it.
Montgomery picks up great and I am getting everything.

I have it setup to also monitor the local airports in Digital, I set that up in standard 800 and it works. I pick the the airports up sometime depending where I am at.

I just bought my 396 scanner little over a week ago, I used to have a BC296 and that picked up everything, not my 396.
The 296 was easy to program.
