You said money is not an option, I assume you mean money is no object? If that's the case, get the new Uniden BCD396T, or maybe the Radio Shack PRO-96. Based on the RR Database, your county is not digital, but the new Minnesota statewide system is, and there may be agencies in your area using it. Yes, you can either buy one local, or order one, it's up to you! :)

Why is the person wanting to look outside of the US to buy a scanner he can readily buy in any radio shack in the nation, or at any on-line store that sales scanners?

Digital IS NOT illegal. ENCRYPTION and DIGITAL are two completely different things...

It's illegal to intercept "encrypted" communications, but not for digital communications such as APCO25.

Like others said, PRO-96 from radio shack (on sale right now for 449.95)
or the new Uniden BC-396D for $520 most online stores including the one this site supports http://www.scannermaster.com

There is no need to go to Javiation unless you're trying to import a scanner that can receive the cellular phone band. I have a yupiteru 7100 from them that is from 500khz to 2000mhz and trust me, there's no real need for a cellular unblocked scanner. Most cell towers are GSM or some form of digital. Not many AMPS any more so finding a conversation is next to futile. Other than that, there is no reason to be ordering a scanner from outside of the US.

If money isn't an object go to scannermaster.com and buy you a BC-396D It will certainly carry you into the future of scanning.

Actually most of Hennepin Co. is on the Minn. ARMER system. Those are backup frequencies there on the county page.

I was going by what I saw in the RR database, but since you're in SD, and I'm in FL, I will assume you know a little better than me!

Are you sure you want to risk a higher price scanner?

Is the scanner considered contraband in MN? I know in NY it's illegal to have one in the car, but they HAVE to return the scanner to you in the condition it was when it was taken.

Not sure what you mean by school cop, but depending what you mean he may not even have the right to take it from you.

most places I've seen online say it is illegal to have one in your car in MN, unless you have a HAM license.

Minnesota - (2002 law) - Mobile scanners illegal except for police and FCC-licensed amateur radio operators or with permission from Superintendent of Bureau of Criminal Apprehension. Use in furtherance of felony illegal
http://www.milliron.net/AL7KT/scanner_laws.htm

you'll have to scroll down a bit.

Since that wasn't the subject, I didn't mention it. :p
Also I think it would be up to him to know the laws and regulations.

The "school cop" probably had some other reason to take the radio. It seems evident that whatever this guy was doing in school, it wasn't learning how to read and write.
