Guys i own the above icom with a d 777 diamond antenna and a yaesu vx6e (yaesu is used in my work i am a firefighter and licenced radio amateur) I use it mostly (the icom) for listening in the civil aviation band to an airport located about 15km from my house with a mountain in the line of sight. I even can hear slightly the ground services cause i am on a high ground my question is if i purchase the above scanner and plug it with the exterior antenna will it be a noticeable difference in reception? Thank you guys for any given answer.

Most likely won't really improve your reception of the ground based services. With some terrain in between you and what you wish to monitor the best thing would be to increase the height of your antenna. Without being at your location I don't really know if you even be able to get the antenna high enough.

The filtering in band specific radios (if that's the Icom 2200 H VHF mobile) usually result in them working better than scanners.

Scanners usually have a lot of wide open filtering that makes them work well across several bands, but not really work well on any in particular. If you read through this site you'll see a lot of people that use a VHF only mobile radio for listening to railroads or marine traffic.
