Icom: ICOM 706 problem

I have got the problem with ICOM-706 transmission on 28 Mhz (and probably also on 50 Mhz) band. The transmission is not running. I guess that the problem is of some issue of partas of lowpass filter board. But as per schematic I am not sure what part could have an issue (relay,transistor,diode,choke ?). Could somebody help me to ascertain which part can be bad ? (Otherwise the radio is transmitting normally on all bands below 24 Mhz). Thank you for possible reply.

One of the first diagnostics I'd try is testing the radio output into a dummy load rather than an antenna (test with AM or FM, not SSB). It's possible the SWR protection is inhibiting transmission due to a severe antenna mismatch.
