i am wondering how to program DPL tones on to these radios. there is a dept. that uses DPL tones instead of PL.

To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. To obtain Motorola software see the Sticky in the Motorola forum.
The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Do you have the software for that model radio? Icom's software for their radios is very user friendly IMHO. I couldn't begin to tell you how to program it without the software. The software gives you the option of inputting a PL or DPL code

I do ha ve the programing it is CS-f3G but i cant find were it says or lets me do that.

I don't have the F3GS, but I have the F30GS. Assuming that the software versions are similar, if you double click the box where the PL tone entry goes, it should open up a drop down menu that allows you to select DPL's.

I can see what the OP is talking about; I am unable to select DCS tones in both my F3GS/F4GS software, and my F11/F21 software.
Any ideas?

DCS codes have to be typed in manually.
When you double click on the channel you want to edit, it will bring up the channel edit box. Instead of dropping down the drop down list for the PL tones, just highlight the white area of the box and type in the code, example 261N.

Actually works on any Icom radio.
You can type in the PL or DPL. You dont have to select the PL from the drop down list if you dont want to.
Just remeber, if you type in the PL Tone instead of using the list, make sure you put the decimal point in there too. i.e. type "123.0", not "123" or you will end up getting "123N" which is of course a DPL.
Make sure though that the DCS polarity is set to "normal" in the set menu. Always leave that setting normal, and if you need to change the DCS polarity, just type in the PL box "754 I" and it will set just that channel as inverted. Most of the time you wont have to worry about the DCS polarity though, you can just leave it Normal.
