Icom ic f4001 won't connect

I have an ic f4001 and a usb programming cable. I have the CS-F3000 program, and the Proflic PL 2303 driver. Whenever I try to connect an error pops up that says "Cannot Access COM (whatever number I have selected)". It does this regardless of whatever COM Port I have selected.

Any ideas on what to do here?

Check your device manager, hardware settings, COM and USB ports. It will show you what COM ports are active. Odds are that the USB programming cable's USB port number is above 4.

I've seen it anywhere from 5 to 12 on my desktop PC.

Classic Icom stupidity, they didn't set it up so that the port number would always be static for any given USB receptacle in the machine. Other brands can do that, why can't Icom?

Using Windows 8 here:
I've found the device manager, and can see that I have the radio plugged into Port (COM4). The device status reads:

"This device cannot start. (Code 10)

A device which does not exist was specified."

What version of the software are you trying to use? If you are not using v3.4, then you can not use it on Win8.

Version 3.2 or 3.3 will work on Win7 and anything from 1.2 to 3.4 will work on XP, 3.0, 3.1, 3.2, 3.3 are for the most part also workable on Vista

It's version 3.4. The Driver listing in Device Manager lists it as "3.4.62.293", I got it from here: Prolific PL-2303 Driver Setup Installer for Windows 7 and 8 (32bit and 64bit) - ThinkCentre M72e, M92, M92p, M93, M93p

Icom radios and cable doesn't use prolific driver ull need the opc478uc cable and the icom specific driver avail on the diskx it comes with or the icom website. Its plug and play with the correct cable. Thers to versions of the cable ull need version b if u wanna use it with windows 8 but the other version will work with any other version of windows.
