I just got the OPC-478UC today. The x64 driver for Win7 will work properly - I downloaded it from:
Firmware Updates / Software Downloads | Support | Icom Inc

It works after a reboot and I've successfully uploaded and downloaded to my R6 using Arc6.

One catch: If you're using another Prolific based cable - like an older Uniden USB-1 to program a scanner via software - You'll need to manually return the driver for it to version 3.4.25.218 so it will work properly in Windows 8. It will work until you reboot, and then you'll have to reset the driver again.

Yes, Your right because that cable ( 2303HXA) is not supported in windows 8.
That was a lot of My problems, until I switched to FTDI cables.
Now no problems.
