I am looking for a HF receiver ... and am considering an R-71A or R75. Which one would be a better radio ?

I would use it mainly for MW DX and some general ham band listening. I do have my ham license but i have microphone fright (no .. no joke here). I may consider an HF rig if I can find one for a similar price, but don't want to compromise performance.

It would be used in an apartment for the time being with very elementary antenna capabilities.

Any suggestions would be appreciated.

Get the R75, its a keeper. The r71 is nearly the same radio as far as performance, the R75 has much better memory capabilities.

I have owned the R-75 since shortly after it came out. You will need the DSP unit if you want to do some serious listening. Also if you are interested in CW reception, the unit needs the CW filters.. Not a cheap proposition since this can cost you over $300. Don't expect much from either unit if you plan on using an indoor wire antenna.

If you have Mic Fright then use CW!

Icom sells the IC-718 for about the same price as the R-75. It has a general coverage receiver but does not cover Six Meters like the R-75. Also the 718 will not compare to the R-75 even if both are set up for CW reception. Icom America web site has the mauals available for down load in PDF format if you want to do an indepth comparison.
