    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

    This is a large and very visible forum. We cannot jeopardize the ability to provide the RadioReference services by allowing this activity to occur. Please respect this.

Hi All,

I'm looking for a Icom UT-110R Voice Scrambler for the Icom IC-F6021 or F6023 series radios.

Since they have been discontinued by Icom, they have been difficult to find.

So if you have one sitting on the bench and suplus, drop me a note with price etc.

Do you know if these are on the ITAR U.S. Munitions List (USML) and EAR’s Commerce Control List (CCL)?

Older technology I know, but once something is classed for 'national security', it tends to stay on that list for a lengthy time.

Perhaps, ask an American.

It is very weak encryption. It would not be a controlled item. Up to 56bit encryption is no longer controlled. The UT110R is a rolling code scrambler with up to 255 x 4 = 1020 codes.

Based on the key it selects a fixed set of 4 inversion frequencies. IIRC, every 500 ms the inversion frequency changes. Then the process repeats. The same pattern and inversion frequencies are used with every transmission.

It's voice inversion. Definitely not ITAR

Hi All, Thank you for clearing this up. As it's weak Encryption, other than using the modules, (UT110R) is there a possible way of decoding the encryption via a PC & Software?

Yes, if you can code. An inversion plotter could be written, for instance in python using numpy and scipy.
Estimate the inversion carrier frequency for a given audio segment by finding the frequency where the magnitude spectrum is most symmetric.

I included some audio samples of different frequency inversion scramblers and a few custom builds. See the audio file VSB-4hop-scrambled as that is very similar to the ICOM UT-110. ICOM selects 4 split band parameters (tuples) and keeps repeating them. My code randomly chooses from a list of 32 split band tuples, but I fixed the hop rate at 4 hops per second to match the ICOM. This will give you a good representation of the level of privacy the UT-110 offers.

I have a challenge here guys.... I have a MP3 audio file here between 2 stations using the ICOM UT-110.
Can anybody decode this and what parameters of the code are being used.
