after i got it working with some jumper wires, i cut the db9 connector off the 2.5mm plug and cut the wires from the back of the db9 connector from the GPS. I directly soldered them to avoid the plugs and adapters. Took me a while to figure out which cables connect to which, so i'll put it here in case anyone comes across this thread trying to do the same thing...

2.5mm -> GPS
Red -> Black
White -> White
Shield -> Green

Or just purchase one of these null modem gender adapters.
you need a male to male null modem, but this would be what is needed instead of the male-male adapter... I haven't worked with serial cables in a while... Here is a final parts list for anyone that wants to order the 3 items to have a plug and play external GPS for your ID-5100 (and probably other iCOM radios). This was my first time ordering from AliExpress and it was a smooth process and cheaper than the same parts on amazon. Since this GPS unit transmits at 9600 baud rate, the only setting you need to change on the radio is selecting External GPS from the GPS Select menu.

How are you powering the GPS module? Are the only connections being made to the module TX, RX, and GND?
