I'm guessing it's one of the newer scanners since you said you hit avoid? There are two forms of avoiding or locking out something you don't want to listen to. And both apply if you are manually stopped on the channel or scanning. However, if you are manually sitting on a channel and you hit avoid you will still hear the traffic if you're not scanning.
1. Temporary lockout / avoid is when you press the appropriate avoid or L/O key and it locks out that channels until the radio is turned off and then turn back on.
2. Permanent lockout or avoid is when you press the key twice real fast. If it's a newer radio it will tell you on the display which lockout you have performed.
You can manually go to any channel you locked out and hit the key again to unlock it or else you can press and hold the lockout / avoid key and it will ask if you want to unlock all locked out channels. I found the best way to lock something out is by pressing the key whenever the radio is scanning and you hear traffic on the channel you want to lock out and then it will do that and you shouldn't hear traffic on it again until you either restart the radio, or if it's a permanent lockout, you manually unlock it.
