Idaho state police antenna

Saw a car today had a nmo mount antenna that had 2 small whips there was some sort of devider between the 2 I guess for bracing or something
1 was about 10-12 inches tall other was about 20 or so
Any idea on this antenna
I’m an over the road truck driver and all over the country every week guess this is the first time I ever noticed this antenna

It's a VHF/UHF/700/800 multiband antenna. I don't remember who makes them. Somebody will probably post it.

Not many enforcement vehicles have that antenna, most are the 'hocky puck' style.
Bannock county quit the 450 band and now 774 Mhz. some wee bit of VHF analog. Mostly fire fallback.
