I have an idea. You know how when you upload a trunked system into the scanner and you can edit the trunked system's name? Well, they should have that kind of a feature with conventional scan lists. Instead of a scan list displaying "scan list 11" you should be able to customize it to say "New Castle Co." or something.

You mean you can't do that? I would think there would be some way to do that manually or in software I'd be very surprised if you couldn't.

that is possible with the Win500 software under the scan list section of the general tab where you can change the alpha tags

It's also possible right on the unit. Here it is from the manual:

By default, Scan Lists are named &#8220;Scan List 01 - Scan List 20&#8221;. If
desired, you can give your Scan Lists names to describe their
function. Press PGM, then press the GLOB softkey and scroll
down to the Scan Lists parameter. Press the SEL key to display
the Scan Lists sub menu. Scroll to the desired Scan List and
press the -> key to edit the settings for the selected Scan List,
Scroll to the Tag &#64257;eld and press the -> key to edit the name.
Press the Done softkey when &#64257;nished, then press the Save
softkey to save the changes to the Scan List sub menu, then
press the Save softkey again to save the changes to the Global
menu.

As Boulder says, it is an easy task using WIN500 from the General Tab:

EDIT TO ADD: You can also lock out scan lists from this same point. Simply click in the box next to the scan list. If the box is not filled in, it is locked out and won't be scanned. Of course, this can be done easier on the fly by toggling directly from the keyboard on the scanner itself. Press numbers 1 - 0 to toggle lists 1 through 10, or press FUNC plus a number key (i.e. FUNC + 3 = list 13) to toggle lists 11 through 20.
