Yes. An analog repeater just repeats out the other frequency a very slightly degraded version of what it receives. With a good, full-quieting FM signal on the repeater receive channel, the output signal should be an almost perfect reproduction of what is received, scrambled or not. If the signal is invert-scrambled and full quieting and the scramble settings are the same on the receiving radio, it should be easily unscrambled by the radio the guy on the other end.
