"Illegal Application" ?

Just now, the following is shown as a user client on my feed:

iPhone Action Scanner (*** Illegal Application)

What does that indicate? Someone not authorized to access the RR live audio API? or something else?

I am guessing it is an app the was removed from the iPhone store for some reason or was installed in the users iPhone using some hack that bypassed the iPhone store.
