Illinois is about to ban the act of rebroadcasting scanner audio over the internet, specifically from their new statewide Starcom21 P25 System.
It also criminalizes discussion of anything heard on the system that is not intended for the general public. This makes a new interpretation of "signals which are NOT "readily accessible to the public" essentially making a double jeopardy situation for anyone mentioning anything that occurs in real life that would incidentally be broadcast by the state police.

"....Provides that radio access to the public safety radio system within the State may only be accomplished upon receipt of written authorization granted by the appropriately licensed authority."

So if your receiver and computer are just an inch over the state line, say in Kenosha, WI would you be out of reach from the state to receive and re-transmit via the internet?

How have broadcast news reporting agencies avoided criminalization?

Everyone needs to write to this Brady guy and say NO to this bill

More importantly, you need to contact the members of the committee hearing the bill, the committee chairmperson, and your own reps. You will probably not sway Brady by contacting him.

Phone calls, e-mails, and snail mail are all effective means.
