I'm Located in San Luis Obispo County. Does anyone know what 119.050 AM leads to?

I came across this frequency while doing a search. The reception is very scratchy and I can't quite make it out. Does any body know what ATC tower is using this frequency? I've searched Fresno, Bakersfield, SLO, Santa Barbara County & LAX with no results. Thank you in Advance.
