What software? Best bet is to check in the forum thread specific to the software you're using; the authors generally pay pretty close attention and could probably point you in the right direction.

What counties and areas are you two trying to import since both of you dont show where you are located? My gut feeling is it could an issue we had awhile back that in the database we had a unique symbol -> � scattered all over the database. People had issues importing, once we cleared those up the issues disappeared. My guess is there were some we missed?
