Importing Radio Reference Data into the TX-1 via EZ Scan / Finding New Control Frequecies

I apologize for the newbie question, but can you import downloaded CSV files from Radio Reference to the Whistler TX-1 via EZ Scan or some other method? I am not new to radio but mainly focus on HF. I use scanners, but do not spend much time programming them. I utilized the zip code programming option, but want to customize my lists. I also need to search for a new control frequency for a nearby military talk group that changed recently. I am not sure if they went from APCO-25 Phase II to a new system or just switched frequencies. I was able to pull in all the units except Security Forces, which were encrypted. Is there a new system taking the place of APCO-25? Any help is much appreciated!
