A few weeks ago, I heard the primary dispatch for Sandy PD being used for a pursuit call. The patrol unit kept repeating the same 3 streets, as if going in a circle. I went for coffee, came back, it was still going on. "Speeds up to 32 mph". Regular dispatch was moved to their secondary channel. I then hear dispatch calling out on the primary for a wanted car involved in a shooting in Utah County. The whole thing sounded fishy to me.
The next day, the same thing was going on, and my suspicions were confirmed, it was some exercise for the troopers. I was surprised they used the actual dispatch channel for this.
Some of it was comical - I guess someone was an observer and said, "does he know you want him to stop? - You don't have your lights on". I guess that's what practice is for.
