This error does not always mean a bad cable. I had to go to Configuration, Serial Port then check Extra Write Time. If you use a USB to Serial Converter to use a laptop, this procedure most always works. Also, I had to use com port 5 to up/download. Took me a while to figure that one out. Sorry if this has already been covered.
