Indiana DNR SAFE T system

I have absolutely have no clue what I am doing but I know my final goal. I need some help on figuring out what is the best, least an expensive scanner to purchase so I can listen to the Indiana DNR channels. If there is a way to listen to those frequencies on my phone, that would be great too. Any help is appreciated since I have no clue what I am doing.

I'd recommend a Whistler WS1040 Handheld its a digital scanner and can listen to P25 systems with trunk tracker. You can find them for 100-250 dollars online. Great beginner option!
