Info needeed on UK Staffordshire Starnet+mobile phones???

Hi,
I'm no expert on scanning and i'm thinking of buying a new scanner, i wanted to know if it is possible to listen to mobile phones on a scanner in the UK, also the police on the starnet trunked network, i here a bearcat 780 is a good one to buy, just wanted some advice and to know if it is possible to hear the police two ways without using any decoding software?
Any info would be much apreciated,

Assuming your asking about the StarNet wireless network described at http://www.starcomwireless.com/products_starnet.html I think you can pretty much forget about monitoring them since they use digitized data packets and there's no scanner I know of that decode them.

Same thing with mobile phones. I think the vast majority of phones in the UK are now GSM and they use digitized signals with channel hopping technology. The only thing you'd be able to hear would be the few analog phones left, assuming there are any.
