Not sure if this is where this question should go but since I live in KY here it is.

What is a good rule of thumb to go by when programming input freqs? Should I put them all in, none, or if just some how do I know which? Programming them all is a little troublesome since it takes my bcd996t about 8 seconds to scan around police fire and ems in my area.

I wouldn't program in input frequencies due to the fact that if your not close, your not going to hear anything on them. It would just take up space on the scanner and be of no use. All input frequencies are simplex...

I've heard that sometimes they are used for tactical coms. Just don't want to feel like I'm missing anything.

I would highly suggest a search object of 458 and 465 if your scanner is capable
I have found some very interesting conversations there as well as between the old paging freqs (152.480 etc) and between NOAA WX transmissions. :)
