the main police frequency that I monitor is 156.210. The input or backside of that frequency is 158.940. Could the police talk on the backside frequency (158.940) without being heard on the receive frequency?
Well if they talk on the input, you won't be able to hear that particular unit unless you're close to the transmitting radio. What I think you're talking about is something called talkaround. It allows unit-unit comms without bypassing the repeater.

I have to agree here. Our company radios have talk around but all it is on chan 2 you transmit on the repeater output freq with the same PL. If you are close you can bypass the repeater but still hear anyone calling you through the repeater.
I agree, I have never seen simplex use on the input side, but there was another thread where some people swore systems in their area used the input for simplex operations. I don't see the wisdom in doing this at all and I think there is the potential for real problems.
I was just answering the question, if it was possible to talk on the input and not be heard on the output.

What people may consider "Talkaround" may just the use of a second receive frequency set for th erepeaterr input.
This si common in very rural areas so closeby units will hear a unit calling for help.
