I'm going to visit Gatlinburg and GSMNP area this July and was wondering if theres any frequencies I should program ahead of time. I've just got into radios and only have a Baofeng uv-5r for now if that makes a difference.

They are mostly P25 and a lot of encryption. Your best best is to get a Uniden SDS 100 or a Unication G4 7/8 or Unication VHF 7/8.
Your baofeng will not work for that area. Unless you are a ham u may be able to pick up some activity on that but as for pulbic safety u need a Digital scanner

There is very little you'll be able to monitor without a P25 capable receiver. Most of the public safety in Sevier County is on the Land Air NXDN system with full-time encryption. Pigeon Forge uses the state system on 700MHz.

NPS Law Enforcement Rangers use a VHF P25 system with some occasional encryption.

Gsmnp rangers P25 and some encryption. Not extreme. Most of area on TACN with Knox law enforcement E... Sevier NXDN fully E. Still lots to hear with a REAL scanner or Unication pager.

For Public Safety you can monitor the following: Sevier County Fire Paging is 464.225 with a PL of 136.5, Sevier County EMS Paging is 462.950 with a PL of 127.3, Gatlinburg Fire & EMS Paging is 453.850 with a PL of 100.0, Seymour Fire Department with a PL of 103.5, and Sevier County Dispatch Interagency is on 460.500 with a PL of 100.0. Seymour operates in Sevier/Knox/ Blount so you will hear other dispatch centers other than Sevier County Central. All other Public Safety is digital in Sevier County. Most Sevier County is on a Nexedge digital system and encrypted. Pigeon Forge Police use TACN and is in the clear on most channels. GSMNP is also on VHF & p25 digital with a mix of clear transmission and encrypted transmissions. Also bordering Sevier County are Knox, Cocke, Jefferson, and Blount. For Cocke County, you can monitor the following: Cocke County Fire on 460.575 with a PL of 127.3, EMS on 463.025 with a PL of 82.5, Newport Police on 460.200 with a PL of 103.5, and Newport Fire on 453.100 with a PL of 203.5. Cocke County Sheriff is on Nexedge digital and in the Clear. For Blount: Townsend Fire is on 453.075 with a PL of 94.8, Blount Fire is on 453.100 with a PL of 127.3, and Blount AMR & Rescue Squad operates on 154.355 with a DPL of 532. Townsend Fire and Blount AMR also respond into GSMNP for some calls for service. Everything else in Blount is on TACN with mixed encryption use. The only thing public safety-wise in Jefferson is 460.600 with a PL of 167.9, mainly used as the fire paging channel. A couple of other departments are on NXDN in the clear and the rest are on NXDN & encrypted. Most of Knox County's public safety you will not be able to monitor from that area. Plenty of businesses to listen to on interiant & FRS frequencies and other channels in the database. Some are digital but the majority are analog.

W4KEV and W4GBI repeaters are always lively. 2 meter calling. Very recently a ham conducted a rescue via radio up there. All sorts of stuff to hear just scan the bands you’ll be in a good spot to listen. 147.030 has a safety net at 8:00 AM and PM. KEV’s repeaters have some very entertaining identifiers.
