I noticed that under Dinwiddie County. Vulcan rock plant has two licenses but all details in the license are identical. Is this normal?

Did you check the emission mode? Sometimes a licensee may have two license for one frequency and have different modes or base type. My city has three FRNs and the county has four. That's what can happen when you have different companies at different times handling radio licensing.Two different FRN's. - surprised the Coordinator and/or Radio shop didn't catch that, only need one.
