I'm not exactly what I should call this but I broadcast my feeds online and whatnot and when I had my main scanner plugged into my first computer it was reading around 500 on the program ScanRec I use to record my scanner audio something with DC and calibration and whatnot. Well I plugged it into my new tower and the level is now up around 1500. I know I had to adjust the "squelch" level on the ScanRec program so it wouldn't keep recording no audio. What I'm looking for is why the big change between two computers and is there anything I can do to lower this number for interference? Is there any better shielded cable I can use from scanner to computer or a filter of some kind I can run this through to lower the interference? I don't notice an audio quality difference but I'm sure there's something going on.

Sounds like your new PC has a noisy power supply. That's only a guess based on what you are saying, but better shielding, or moving the PC a ways away may help your situation. Moving the PC away from the scanner will only help if the noise is radiated and not conducted. Conducted emissions can be a nuisance to quiet. First verify that all your grounds are connected (Wall to PC Power Supply, Power Supply to Case, etc). If this is true, try moving the scanner away and using a shielded cable. If your cable IS shielded, try using an unshielded cable. If increasing distance from scanner to PC doesn't help then it will likely be conducted noise through once of the connections. That's a bit more difficult to remedy. If it is effecting your broadcast then I would say just change out power supplies and be done with it, but if not, you may just want to leave it alone if it's not bothering anything.
