Intermittent garbled sound

Why is it sometimes I hear a garbled sound on my scanner,it doesn’t happen all the time just curious as to why it happens.

Best bet, not knowing what scanner you are using, is some traffic is encrypted and some is in the clear. In some of the newer scanners (WS10xx, TRXx) there is a setting in the software to block encrypted traffic, play it as a busy tone, or listen to the garbled sound.

So original poster, you are posting in the Whistler scanner forum so.. I assume you're using a Whistler scanner.

You put your town as Norway, Michigan. That is in Dickinson County, your county uses the Michigan Public Service Communications System that is a phase ll TRS. Your fire, EMS and police/ Sheriff all appear to be on MPSCS.

It indicates that your police dispatch is not encrypted however in your county you have one full-time encrypted talk group, the Narcotics Squad.

I have no idea how well your Whistler radio works on this Phase ll system and have no idea if maybe you have simulcast distortion. Your radio, no matter what model it is is P2 capable but I have no idea if it actually is going to work on Phase ll.

We know you don't have a 1040 or 1065 as they are only phase l capable.

Doesn't really matter what model number you have as they will all behave the same IF there is a simulcast distortion issue but there is a setting so that you will get a busy tone when encryption is used as was mentioned.

Dickinson County Narco uses full-time encryption so you can just lock that talk group out also.

You may want to look on the Michigan State forum and read up on your system that Dickinson County uses and see what radios are popular and work best on this P2 system. The garbled transmissions could be secondary to simulcast.

Disregard any mention about Phase II, P2 since only county that uses that is Oakland county.

Any suggestions for simulcast... nope there is none from the middle part of lower peninsula and north.

Likely what your hearing. All you can do is lockout that talkgroup.

Just curious, not my neck of the woods, all I have to go by is the database, I see you're listening to that encryption on a phase 1 scanner, so Dickinson County is Phase 1 not phase 2, but is on MPSCS that is a combination of both?

We see a similar pattern on NTIRN, a semi-regional system with users in Dallas, Ellis, Johnson, & Tarrant Counties.

The system is capable of P25 Phase II, but not all users (especially those in Tarrant County) are using Phase II.
