I have been hearing analog traffic on VTAC12 154.4525 here in Miami Dade County. But it sounds like a Fire Dispatch channel from another area. Anyone have any ideas I am only picking it up about S4-S5. So far no id from the dispatcher.

Check 154.445 to see if you're hearing the same traffic.
Your scanner may not be selective enough - you're probably hearing the adjacent channel.

If it's 154.445 that might be Plantation Fire Dept; that is a VHF frequency simulcast from their 800MHz trunked system.
