I've done quite a bit of monitoring from a few spots in the last 6 weeks. These are the downlinks I found:
406.3250 Air Guard Silver Peak Down
416.5875 National Flight Following Silver Peak Down
415.5250 BLM Bishop Field Office Silver Peak Down
They should not be considered completely verified, but I'm 90% sure of them. Flight following and the BLM frequencies are in the upper 406-420 band. The 2005 allocation in the NTIA Redbook shows 415 and 416 as downlinks so I'm unsure of why the latter two are in the higher portion of the band.
