As long as he has a valid ham radio operator license with him and the scanner is part of his ham station in his car it is legal in all fifty states to have a transceiver and receiver in his car. There is a FCC declaratory ruling on this matter from the early 90's due to states trying to prosecute hams under state laws for ham radio stations in their cars.

Thanks but I need a official link from the State of Iowa that covers the use of scanners and Ham Radios in moving cars .Can anyone provide a Offical Iowa Law that covers this.He wants to carry a copy of the Law with him just in case he would get stopped in the state.

If only someone would make a webpage that lists all of the states' scanner laws and put them in one place.

If only someone would then take that page and put it in the Wiki here so that this question could be answered without asking.
