There's a difference between powered and active.

In the build out phase, I believe "powered", simply means that commercial power is active at the site, which is likely one of the most difficult and time consuming aspects of the build out.

I believe that's true. I live less than a mile from a site that has been powered for months. It has microwaves, but no antennas on it.

As far as lack of traffic, I think we underestimate how much is done via cell phone, texting, and email now. It used to be whenever an officer had ANYTHING to say, we heard it on the radio -- from 10-33 traffic to setting up lunch times. But nowadays I think MOST of the traffic is cell phone, email, or MDT (Mach). If there's no reason to talk to more than one officer at a time, most traffic that would have been encrypted years ago now just happens via cell phone or some sort of text to dispatch.

In rural areas of the state, troopers are typically inter-oping as well. They get dispatched and are either on VLAW with locals or go to that county's ops channel if it's programmed. Most of the time there's few troopers on at a time in those rural districts, so no one to car to car on, lol

But yes of course, texting, etc. are all used more frequently. Though the other day I did hear lunch plans being arranged on Car to Car. Was the first traffic I had picked up on C2C in a long time.

Not all ISICS tower sites will have a RF trunked site. Some will just be microwave links.
Although it's a bit dated, COVERAGE – isics statewide radio shows where the initial tower locations were planned along with the type of tower site it will be. Those with a white dot are just microwave links (No RF Repeater).

It also shows which areas will be simulcast vs standalone sites.

The tower I'm near is in fact a green dot tower.
