Check out the HAARP wep site. It's really no great mystery, or deep dark secret. They even have an open house once a year. They operate from 2.8 to 10 MHz.

Can it be picked up? Absolutely. They even occasionally solicit input from the amateur and SWL community for specific experiments, the most recent being their moon bounce experiment.

Art Bell is a showman, and a very good one at that. His product is entertainment, and you have to admit, the people who take his show TOO seriously are very entertaining, indeed.

One intended use our Government has admitted to, is to interfere with some types of missiles. I don't know if it was successful in that regard.
