I noticed updates for Canton P.D. in the database. Is Canton P.D. still encrypted? If so, are these new updates monitorable?

You did not look very closely at the updates.

I processed an update yesterday that involved re-tagging two analog talkgroups.
That is all the change that was made. All the main Canton Police talkgroups remain encrypted.
