Nothing to do with deviation? Is that why narrowband uses 2.5 kHz deviation and wideband uses 5.0 kHz deviation?
If you had a 25 kHz channel at 10 kHz deviation, your maximum modulation frequency would be 2.5 kHz.
Regardless, NOAA is still wideband FM (5 kHz deviation / 16.0 kHz bandwidth).
They are unlikely to change soon due to the sheer number of receivers in use that do not support narrowband specs.
