Is P25 Phase 2 inevitable?

I read on some wiki, information that looked like there was a mandated time line for Phase 2 implementation of 2018. The way it was outlined made it look that, like the switch to narrow band, it was required and all would be switching.

Is that the case?

There was formerly a mandate by the FCC for narrowbanding on the 700 MHz band for all public safety users, which would have forced many who use P25 on 700 MHz to switch to Phase II to achieve the required 6.25 kHz bandwidth requirement, however http://forums.radioreference.com/co...deadline-700-mhz-public-safety-licensees.html. While there is no longer any federal regulation for that band, it doesn't mean vendors will stop marketing their new spectrum efficient radio systems as new and improved.
