Is PennDOT 100% StarNET now?

I know PennDOT is supposed to be on StarNET by now but I have read that some areas switched back to the old frequencies due to coverage issues. Much of what I read seems to be a year old or so. So is PennDOT 100% StarNET now? Are there regions that are still on the old system? If so, where? TIA.

I can tell you for certain they are in this area (Allegheny, Beaver, Butler, Washington counties). I've not heard any Penn Dot stuff on low band elsewhere either.
