The BCD396XT is excellent for all conventional analog and P25 FDMA. Especially good for civilian and military aircraft in AM mode on 118-137, 138-144, 148-151 and 225-400 Mhz. Good for VHF marine and railroad. Seems there is still very little NXDN in rail service.
I had too many scanners and sold mine on eBay last year for $200. They are still fetching good prices on eBay.
As far as Milwaukee, according to the RR database it is simulcast. The BCD396XT does very poorly with simulcast. Worse than the BCD325P2 or BCD996P2 does for me.
