Yes, PD is encrypted. They use P25 Phase 2 and the 436 handles encryption differently than Phase 1. Encrypted audio is not muted for Phase 2 like it is with Phase 1 systems.
Thanks! Sounds like the Gila River PD is encrypted, too. Funny how these two relatively tiny agencies are encrypted while Mesa, Gilbert, Chandler, MCSO, etc. are in the clear. Guess they don't want everyone hearing all the public intox or domestic calls.
Most government agencies in the valley (except Buckeye PD) are intentionally keeping dispatch channels in the clear for some transparency with the media. All these government agencies have encrypted talkgroups where they will change for sensitive radio traffic.

DPS, MCSO, and Glendale seem to do everything other than tactical work in the clear....but I'm sure the use of encryption will steadily increase for them as well.
