Is there a Blue Channel ?

Is there a government agency that has a Blue Channel? I did not get the freq, all I heard was a person calling someone else "On BLUE CHANNEL".I dont believe it is a local agency because Ive never heard any color channels used by locally.

For some odd reason the Bureau Of Prisons comes to mind as having color-coded channels, at least at the facility I worked near (FMC Devens).

The FBI and DEA use channels designated Blue Gold Red etc. I got one of their frequency listings out of an under cover car I bought at auction years ago. I'm sure it's not up to date with their channel shuffling and going P-25. BTW they were in the 160mhz band.

Postal Inspections used to use color designations. Although with their new systems they seem to be full time encrypted now, so who knows!
