Yes and no.
Yes, if you have your own scanner, and want to control it over a network, Win500 has a module you can add to each computer on your home network (Intel-based). Theoretically, as with IP cameras, you can do this over the internet as well with careful setup and safety and firewall considerations well-planned in advance. But it would be possible.
But as far as controlling a scanner someone else set up, that would be up to the owner of the scanner, and certainly not something the owner would make public. Too many holes for undesireables.
