Is there a scanner club or group in the Vancouver - Portland area.

I'm not aware of any scanner groups, but many hams are also into scanning and monitoring, and there are plenty of ham clubs. If you want to meet up with some other scanner enthusiasts and chat, there's an event coming up on May 30 just for that.
