Is this another site from Clearwave's CAP+ System?

I've been detecting a CAP+ Rest Channel (CH2) for 2 years now in Kingman on 454.125. The Color Code and Frequency Match the Red Mountain Site listed here: Clearwave Communications CAP Site: Red Mountain CC4

It's too strong though to be a multi knife edged signal, especially when I can receive it on the stub and still hear the bursts a bit off frequency when tuning it with the analog R20. When piped through DSD+ it reads as channel 2, tuning around the 450 range thus far I haven't been able to find another frequency decoding as channel 1 and with the same color code. (CC4)

If it were me, I would be checking the freqs on all of their licenses. A name search revels just the one FRN, which has freqs from150 thru 460 mhz.

Cap+ can have different color codes on each freq, so other freqs for what you found may be something other than cc4.

Keep in mind, DMR/CAP+ channels have two timeslots (or LSNs) that carry traffic and/or data, each with its own channel number. 454.125 would be Ch 1&2 or LCN =1 in the example you provided and the database shows this

The active rest channel is the 2nd timeslot in the example frequency (or Ch 2) If there were a 2nd active frequency on the site then this would likely be Ch 3&4, LCN = 2. The LCN is always the even numbered timeslot (or LSN) divided by 2. There may not be another active frequency carried here. If you look at Spirit Mountain CC1's site frequency table this will give you an example of how a site with more than one frequency works with regards to LSNs & LCNs

Also note that most 454 freqs were sold off in auction by economic area and may not be easily searchable via normal FCC processes.
