Is This BP in Eastern NY?

While in the Massena area last night, I found a digital signal on 168.850. There was no analog voice on it except for occasional "hello, I'm still alive" type data bursts that had a CTCSS of 151.4, one that is commonly used by the Border Patrol (BP). These brief types of data bursts can be heard on just about all BP repeaters with a CTCSS of 151.4 under them.

Does anyone know, is this BP or is it some entity in Canada?
