If it says STANDARD in the description on the DB it is WIDE. Wide is the the normal format for most EDACS TRS.
Any talkgroups which are PROVOICE will not be scanned by ANY scanner. It is physically impossible. You'd have to have access to one of their radios in order to hear provoice. The database says it's mixed analog and provoice. Most likely law enforcement is provoice, and other agencies like EMS and CD would be analog.

This system is basically Provoice, unmonterable.

Perhaps you're thinking of the statewide system? The Florida statewide system is the one that is ProVoice and is unmonitorable.
