Has talkgroup 59908 "91 Law 1" went encrypted?

All 3 law went E. From what I understand, and this came from a volunteer fire employee when I asked if they knew anything about it. They said another VF from a different location was using their county radio to "chase" the PD calls. I believe this person who told me, but obviously its still hear-say....

They mentioned it may not be permanent. But we all know that it wont be reversed.

Really is a disappointment.
