Is this the Dist 2 Commander? It was regular marked car... Carma says B cars are "Dist Fleet Officers"... What does that mean?

B-2 would be the Trooper assigned to oversee the Districts "Fleet" of assigned vehicles plus any other duties assigned by the District. These days it is not uncommon for a Trooper or Sergent to be assigned multiple jobs like Fleet & Court, Fleet & Evidence. The V-Victor plate as V-2 or V-16 are the Troopers trained for recovering vehicle VIN numbers, stolen or Siezed/Towed vehicles. I've seen Troopers assigned Fleet and VIB ( Vehicle Identification Bureau) and normally may be assigned either B or V plates and call sign.
