I have heard from a couple sources that the ISP is working on plans to
consolidate the current 21 District communications centers into
several regional comm centers. One source says 7, another said 3.

Apparently this is for the Comm centers only, and not changing the
districts themselves, although that has been considered multiple
times.

Anyone have any definitive information that would be relevant to the
radio hobbyist?

I havn't heard of any consolidations but I have heard on Starcom multiple times the District 14 dispatcher handling District 20 ops also. Perhaps the process is already rolling and they are just testing to see how it works from 1 dispatch center.

D20 dispatch must move around from time to time. Very recently I have heard Springfield (D9) dispatching for them as well.

I has been rumored for years that Springfield would take D9, D18 and D20 into a "super district." There is pleanty of room at the new HQ for it. Lot's of unused space there.

According to a very reliable source, District 20 is (or was) in the process of replacing a telecommunicator, which is why other districts like D14 have been providing telecommunication operations for the vacant shift. It's true that they are probably testing the waters to see how feasible this is, and from my own 'novice' monitoring standpoint it has worked well, but as of right now this particular move is due to an ongoing vacancy.
